From next year, withdraw cash at shops for Rs 10-15

Public sector lender Union Bank of India is aiming to offer the facility by December 31. Corporation Bank is also preparing its PoS infrastructure and hopes to start offering this facility in the next two months. Most banks are expected to offer the service in the coming months.

In July, the Reserve Bank of India (RBI) had issued a circular permitting cash withdrawals of up to Rs 1,000 per day from point-of-sales (PoS) terminals at merchant establishments. PoS terminals are machines where customers can swipe their credit or debit cards to pay for purchases. “We are fully prepared to offer this facility. Customers in remote locations who do not have ready access to ATMs will be the biggest beneficiary of this facility,” said Pravin Bansal, General Manager, Transaction Banking, at Union Bank.

Its board will consider the proposal to offer this facility when it meets next month, following which Union Bank will seek the RBI’s nod.

Both banks are aggressively expanding their PoS networks. Union Bank plans to have 25,000 PoS terminals by end-March 2010. Earlier, Corporation Bank entered into a deal with Prizm Payments for the setting up of 100,000 PoS terminals in the next two to three years.

At the end of March this year, there were around 427,000 PoS terminals. ICICI Bank had a 42 per cent share, followed by Axis Bank with 27 per cent of the pie, according to a report by Venture Infotek Research.

Once this service is rolled out, other banks are expected to follow. The charges will be lower than those for third-party ATM withdrawals, since the costs for the banks will also be lower. At present, most banks offer five free third-party ATM withdrawals a month to savings account customers and thereafter charge Rs 18-20 per transaction. Banks mainly save on cash replenishment charges, since the cash is present with the merchant. A bank executive said this could also be a current account/savings account (CASA) acquisition strategy, since every merchant offering this facility will necessarily have to open a current account with the acquiring bank.

IT Act makes life difficult for cyber-terrorists

Cyberlaw expert Pavan Duggal who is also Advocate, Supreme Court, says he has “seen a lot of progressive, proactive action by the government after 26/11”. He adds that the IT Act has given the “widest possible known legal definition”. It has made acts of cyber-terrorism punishable with life imprisonment and a fine (not specified). “Every computer system, network, resource and communication device is now covered by the Act. This will surely act as a deterrent to cyber-terrorism,” says Duggal.

“Internet Service Providers (ISPs) are now accountable for Wi-Fi connections along with the customers,” concurs Naresh Ajwani, Managing Director of S V Teletech and President of the Cyber Café Association of India (CCAOI). He adds that this is “the first and the right step”. With cybercafes also being made accountable, terrrorist emails, too, can be traced — the Headley incident being a case in point. While the FBI helped in identifying the voice over internet protocol (VoIP) gateway (which is not in India and hence makes tracking virtually impossible for the government), the local police traced the email to a computer in the Paharganj area with the help of cybercafe owners.

Duggal, however, highlights a few concern areas. “Not a single case of cyber-terrorism has been reported till date. There has, of course, been no conviction too. Cyber-terrorism can’t be fought by one single provision. We need secondary legislation too.”

Sensex opens in the green, up 0.46 percent

A key Indian equities index opened on a positive note Monday and was up 0.46 percent in morning trade.

The sensitive index (Sensex) of the Bombay Stock Exchange (BSE) opened the day at 17,067.14 points, against Friday’s close at 17,021.85 points and rose to 17,100.68 points, up 0.46 percent or 78.83 points in about 15 minutes of trading.

Around the same time, at the National Stock Exchange (NSE), the broader 50-share S&P CNX Nifty was ruling at 5,083.75 points, against the previous close at 5,052.45 points, with a gain of 0.62 percent.

A new study has revealed that common pain relief medication such as morphine can actually encourage the growth and spread of cancer cells.

Opiate-based painkillers have been shown to stimulate cancer growth. Two new studies have shown how shielding lung cancer cells from opiates reduce cell proliferation, invasion and migration in both cell-culture and mouse models.

The researchers focussed on the mu opiate receptor, where morphine works, as a potential therapeutic target.

“If confirmed clinically, this could change how we do surgical anesthesia for our cancer patients,” said Dr Patrick A. Singleton, assistant professor of medicine at the University of Chicago Medical Center and principal author of both studies.

“It also suggests potential new applications for this novel class of drugs which should be explored,” he added.

A 2002 palliative-care trial showed that patients who received spinal rather than systemic pain relief survived longer. Soon after that, Singleton’’s colleague, anesthesiologist Jonathan Moss, noticed that several cancer patients receiving a selective opiate blocker in a compassionate-use protocol lived longer than expected.

Moss’’s palliative-care patients were taking methylnaltrexone (MNTX), developed in the 1980s for opiate-induced constipation by the late University of Chicago pharmacologist Leon Goldberg. He modified an established drug that blocksmorphine so that it could no longer cross the protective barrier that surrounds the brain.

So MNTX blocks morphine’’s peripheral side effects but does not interfere with its effect on pain, which is centered in the brain.

“These were patients with advanced cancer and a life expectancy of one to two months,” Moss recalled, “yet several lived for another five or six. It made us wonder whether this was just a consequence of better GI function or could there possibly be an effect on the tumours.”

The study was presented at “Molecular Targets and Cancer Therapeutics,” a joint meeting in Boston of the American Association for Cancer Research, the National Cancer Institute, and the European Organization for Research and Treatment of Cancer.
