Deemed university: Supreme Court asks Centre to put reports online

The Supreme Court on Monday directed the Centre to put on the Internet the recommendations of the Tandon Committee and the task force on the basis of which the government had decided to derecognise 44 deemed universities in the country.

A Bench of Justices Dalveer Bhandari and A K Patnaik also directed that its earlier status quo order would continue till April 13.

The apex court granted two weeks to the aggrieved universities to file their responses on the Centre’s decision to derecognise them.

The Bench agreed to examine the validity of the government’s decision to derecognise the varsities as the institutions claimed that under the statutory rules, it is only the UGC, which has got the power to strip them of their deemed status.

The apex court had earlier restrained the government from derecognising the universities until it decided the issue.

The Union HRD Ministry has already told the Supreme Court that it had given sufficient opportunity to 130 deemed universities to explain their academic performance before deciding to derecognise 44 of them for failing to meet the requisite standards.

Stoutly defending its decision, the Centre, in its additional affidavit, has said its high-powered review committee and task force were more concerned with the academic excellence of these universities, rather than infrastructural facilities.

The government rejected the claims of the aggrieved universities that they were not given any opportunity to present their viewpoints before putting them on the list for de-recognition.

“The review committee constituted by the government invited all 130 institutions deemed to be universities for presentations and face-to-face discussions. However, 126 institutions attended the presentation sessions.

“Further, it is mentioned that the entire presentation session for each such institution ‘deemed to be university’ has been videographed. Elaborate and exhaustive questionnaires seeking all relevant information were also sent to these institutions well in advance.

“The committee analysed the information collected from institutions through the questionnaires and that obtained during the presentations and interaction on behalf of the responding institutions, and finally submitted its report,” the Centre said, referring to the October 2009 report of the review committee directing de-recognition of the 44 varsities.

The HRD Ministry said the universities sought to be de-recognised were being run as family fiefdoms, rather than as institutions of academic excellence, which they claim to be.

“It found that several such institutions had violated the principles and guidelines prescribing excellence in teaching and research or innovations were engaged in thoughtless introduction of unrelated programmes and proliferation of degrees beyond the mandate of the original terms of grant of deemed to be university status,” the affidavit said.

Milton hershey school

Sydnee Allen had to sit through two and a quarter hours of the Academy Awards telecast on Sunday night before she got to see herself on TV.
She and the 11 other sophomore girls who live in the Glenview home at the Milton Hershey School were sitting on the couch, waiting to see the commercial aimed at bringing a national spotlight to the residential school for financially or socially impoverished children.
The girls were excited at the beginning, commenting on the stars’ appearance. “Why does he have that bed head?” one asked about Zac Efron.
“I don’t care about his hair. He’s beautiful,” Sydnee retorted.
They cheered at mentions of the movies they favored — “Precious” and “Up.”
They laughed and joked during the award presentations for best supporting actress, art direction, screenplay and others, but they shushed one another when the commercials came on, hoping to catch a view of their school.
“It’s like the Super Bowl. We’re watching for the commercials,” relief houseparent Gina Daniel said.
They sat through commercials for J.C. Penney, McDonald’s, the iPad, Coke, Hyundai, American Express. ¶
“Not toilet paper,” Sydnee groaned at a Cottonelle commercial.
They started to yawn. Several slumped over on each other, catching naps between the commercials.
“Don’t they know we have bedtime around here?” Sydnee asked plaintively.
The girls get up at 5:30 a.m., houseparent Rick Bell said. Normally, they’re in bed by 9:30 p.m.
The Milton Hershey School commercial finally aired about 10:15 p.m. to shrieks of “There it is!”
In the commercial, some of the children who live at the school talk about a great man named Milton Hershey and what the school means to them.
Sydnee’s face flashed on the screen, with a big smile, her shiny silver braces punctuated by pink rubber bands. She shrieked.
“I’m so excited,” she said.
Afterward, her housemates hugged her and gave her high fives, then headed to bed.
The commercial was paid for by The Hershey Co. and is intended to bring awareness to the school, attracting more children who could use its services and more houseparents to watch over them. It could also be good public relations for the chocolate company.
Sydnee said she thinks the commercial will serve its purpose.
Even though the hours of footage the filmmakers shot were reduced to a few seconds, she thought it was effective. She said the school has given her chances she would not otherwise have.
“Not a lot of people know about this school, but they should,” she said.

Fulton County Schools Cancellations

Fulton County Schools Cancellation Announcement for Tuesday evening events: Much of Fulton County is experiencing a wintery mix of precipitation. The National Weather Service is predicting that temperatures will stay above freezing in Fulton County until later this evening. However, as temperatures fall, road conditions may become hazardous. As a result, all evening school events scheduled to occur after 6:00 p.m. will be canceled.

To ensure the safety of elementary school students, all elementary buses (including extended learning buses) will operate as usual today. However, due to the later release times for middle and high schools, the Fulton County School System is cancelling all middle and high school afterschool tutorials and sweep buses. Regular afternoon buses are not affected. Middle/high school students should ride their regularly scheduled afternoon bus.

CBSE students to be graded on new system

Class X students of the Indian Central Board of Secondary Education (CBSE) do not have to battle it out for percentages this year as they will be evaluated according to a new grading system.
At least 5,182 Class X students in the UAE will take the CBSE examinations at 17 centres in the country on March 5.

This year marks the first of a series of changes to the CBSE board examination system that aims to ease the pressure off students. The education body has scrapped the numerical evaluation for Class X and has replaced it with a grading scale for individual subjects.

The grading system announced by Indian Minister for Human Resource Development, Kapil Sibal, is based on a nine-point system starting from A1, for exceptional performance, to E2, for unsatisfactory performance.

Students will not be declared ‘fail’ as those receiving the lowest grade will have an opportunity to improve their performance through subsequent five attempts.

Neelam Upadhyay, recently elected Chairperson of the Gulf Council of CBSE-affiliated schools for 2010-2011 told Khaleej Times that the grading system has reduced the pressure on students sitting for the board exams for the first time. “The stress of losing out on the top rank by a mere point or two has been removed,” she said. This year we will see many more high achievers.”

School principals say the traditional numerical system has no precision in testing performance while grades will place students with similar capabilities within a common slab. However, schools will receive the percentage marksheets of all students. “But, we will only issue a grade sheet report and will reveal the percentages if the parents wish to verify results,” said Upadhayay. For 3,440 Class XII students, examinations begin on March 3. The percentage system remains but the government is contemplating a grading system at this stage as well.

In 2011, the external examinations for Class X will be eliminated completely and schools will follow a Continuous and Comprehensive Evaluation (CCE), that will assess students on formative and summative tests conducted over two terms throughout the year-long academic calendar.

For examinations beginning this week, students have been asked to report at the examination centre by 8:25am on the first day. Examinations will commence at 9am.

Those candidates who obtain the qualifying grades (D and above) in all the subjects excluding Additional Subject as per Scheme of Studies shall be awarded a Qualifying Certificate. Those candidates who have obtained grade E1 or E2 in the subject shall have to improve their performance through subsequent five attempts. From the 2011, exam onwards Continuous and Comprehensive Evaluation will be followed with four Formative Assessments and two Summative Assessments. Final grade with Descriptive Indicators will be given by the school and the certificate will be authorised by the Principal as well as by the Board in the following areas.

PART I – Academic Performance: Scholastic Areas

PART II – Co-Scholastic Areas (Life Skills, Attitudes and Values)

PART III – Co-Scholastic Activities including Health and Physical Education

The range of marks for grading will be as per 2010 examination. Appearing for the Public Examination will be optional.
